Who issued the power of attorney at the Embassy in Bangok? it is very necessary, but there is no record at all. Is it always there? or is it a glitch on the site?

I was on the waiting list for about 2-3 weeks. Then the record was opened for about a month in advance. I.e. the total period of one and a half months at best.
