Hi! Which bank's Union Pei card is better to issue in the Russian Federation for use in Phuket: Gazprom, Rosselkhoznadzor, Post Office? Other options?

Rosselkhoznadzor and Union Pay Post Bank, withdraw from Siam Bank (purple ATMs) they give 30k to withdraw immediately, all the others only 20k per withdrawal. The course is about 2 with a commission. And so they work the same way.
