For transit, you do not need PCR and a certificate - both in Abu Dhabi and in Muscat. If you have access to the city, then in Abu Dhabi you need either a certificate (satellite of norms) or a PCR test in 72 hours. But I don't know how to get out in Muscat, unfortunately.
