Not. If transit, you don't need anything. Just go with all the transit countries and wait for the flight. If a visa is still needed, then PCR goes to it as a package (because the satellite does not roll to Indians) and suvidha (something like a health passport is nonsense, you can fill it out at the airport)

I was in Delhi a week ago, without a visa, without PCR - everything was fine to register for the trail of the flight. I didn't leave the transit area, I didn't have any luggage.
