Is it possible, if there is luggage in 20kg, to hand over not one suitcase, but two, if they total < 20kg? or is it impossible?

We flew from America, we were forced to disassemble 2 suitcases. Right at the counter, shopping bags were sold for this))) they are motivated by the fact that airport employees cannot legally lift more than 25kg.
