three ways: 1) Driving school (the only one on the island) - takes roughly 5-9 days - at a price of Roughly 1500-5000 bt; 2) External to the police - at a time as lucky - at a price of 215 bt like, plus you may need a small payment for the issuance immediately (as lucky); 3) Through helped (I can't say anything here). In all three cases, you need a Residence certificate and a medical certificate - roughly, to be honest, 500 baht.
