If I come to the migration office alone to hand over documents for two, will they accept me? My husband is working. To go to the other end of the island, I think, is it worth it?

If you have all the documents for your husband including tm-30 original passport copy of passport and photo 34 *45, then maybe they will be accepted without it.

Depending on which documents. Sometimes they need to film you on camera. It's better with my husband.
