We arrive in Phuket in the morning on an Aeroflot flight, then we will arrive on an internal flight in the evening to Koh Samui. I am carrying dollars and up of the Solidarity Bank with me. Where can I exchange dollars for baht? At Phuket Airport, Koh Samui or at a hotel?

There are plenty of ATMs and exchangers on the streets of Koh Samui. At the airport, the course is unprofitable, only if you change a little bit for a taxi.

Definitely not at the port and not at the hotel.
