Flew last month from Dubai to Bangkok with a long (9h) transfer to Mumbai. Without an Indian visa, both flights were from Air India.

Flights by different airlines? If yes, then 90% of the visa is needed, as it is necessary to re-register the luggage. If there is no luggage and both boarding passes are on hand, then the chance to pass without a visa is not bad. If there is one airline, contact them directly and clarify whether a visa is needed when connecting in India - if they assure that everything is OK, then everything will be fine. Every day, several people are consistently not put on Aeroflot flights to India due to the lack of a visa, even if they do not plan to go to the city.

If not a transfer, you need it.
