My hotel refused to take payment and change $2006 without a blue stripe, is this the case everywhere?

Banks change without problems at the normal exchange rate, exchangers either do not take or change at an understated rate.

It seems that old banknotes are quietly changed in exchangers. I don't know about hotels, I've never tried to pay in dollars in Thailand.
