If I arrive in Thailand on a regular 30-day tour visa, can it be extended for another 30 days?

30 days is not a tourist visa, it is an ordinary stamp. You can extend for another 30 days if you have a Ukrainian passport. If you have a Russian Federation passport, then only 7 days. But until May 24 you can get a covid stamp for 60 days in almost any immigration country.

A regular 30-day stamp is not a tour visa, a tour visa is obtained at the embassy.
