I don't want to start this wagon, but consider maybe animals from shelters. There are plenty of animals sitting in cages there, while breeders breed more and more. You can't get everyone out of there, but it's better than nothing. But it's up to you to decide.

If he lives in Russia, then there are vaccinations at will, and a passport with vaccinations is needed for import into the Russian Federation.
