Of course there were. Recently, statistics were published.. well , figuratively 40 thousand were issued , 10 thousand were refused . A lot of rejections . A quarter , probably . Then they write why the refusal and it needs to be corrected , there may even be a refusal , because the documents are poorly readable , not in the right resolution . But everything is fixable.
