There is everything on the consulate's website. For CEA approval you need to upload insurance according to your visa and passport with pages about visa and reantri, as approved then the following is a ticket there and a fully paid quarantine hotel (this is the requirement in the Moscow consulate, probably in other countries the requirement may be less stringent).
