For 3 years I use booking - I have never asked for a card on the spot, even in Europe, if you have payment in installments, for example prepayment when booking and postpaying only by card then maybe the hotel can ask, but I do not think that the hotel will refuse cash in any form.

On agoda appeared booking without a card. You have to choose in the filters.
