If the flight to Dubai takes three hours, do I need a psr? Or not necessary?

In Dubai, they didn't ask for a vaccination, but I don't remember in the Russian Federation before leaving. They didn't seem to look.

PCR in Dubai is not needed during transit if the flight is directly to Thailand.
