There are proven people (see reviews) who change rubles from your card online to cash baht (and in Thailand it can be done remotely). Such people do not change cash rubles. It seems that somewhere they accept cash rubles in exchangers, but they say that at a very unfavorable rate. And some people also say that it's not a problem to buy dollars in Moscow. At least try to search for exchangers, not banks.

Better bring dollars to the superich exchanger, it will only be better to open an account in baht Upd: rubles are accepted, but you will lose a lot.
