Such a story that it is not clear what you need to open a card in Bangkok, it is easier to get to Pattaya and open it there, and yes, if you are here without a student or other long-term visa, a certificate is required, or an affidavit is needed, which is not clear whether they can issue and whether they issue at the consulate. So it's probably easier to get to Pattaya and open there with a resident certificate and insurance.
