If you are outside of Russia and you are applying for a card for the first time, they will not send it to you. But you can postpone receiving the card. And download the app. And start using the card online. And if your card has already been issued in Russia before, but you are abroad or have lost the card or the card has expired, then you can contact Tinkoff via social networks and order a new card. Or re-register the old one. They will send it for free via mail. Wait 1-2 months.
