Does anyone know if it is possible to go to Bangkok from Pattaya??? are there minivans?

Hi, there are minivans at the klang after big si on the left side towards Sukhumvit and at the gas station where the buses leave for Nongkai. They all go to Bangkok. The only thing they say is that you have to get a departure permit at the City Hall, allegedly without it they don't sell you a ticket. I don't know that for sure, maybe I have to.
