And what is the difficulty? Send a photo of the rights to the Consulate, they make a transfer there (about 1200 baht), write when to come. There you also take an affidavit (as proof of residence), a certificate at the hospital (a formality in 15 minutes) and in the Transport Department you get a license without exams for 205 baht)
