1) it is not tied 2) it is impossible 3) Normally (but if you make an affidavit from the honorary consul for 800 baht + an image certificate for 300 baht, they will open for 1200 baht, of which part of about 500 baht will fall on your account), well, again you will have to look for an office that would be opened without insurance.
