About the passport: if a person sitting in tae (or somewhere else) has got a criminal case in the Russian Federation, and his passport is running out, what to do?

If there is a criminal case, unpaid debts over 30 thousand , alimony from 10 thousand, loans from which you ran away, then all this is revealed during verification and you receive a refusal to produce a passport. Then only START can be issued at the Embassy ( a free certificate of return, valid only for one one-way trip to the Homeland for two weeks ) and there to solve all cases or live in Tae illegally before deportation. In front of me, one woman fiercely brawled about why she was refused extradition, she also owes the bank, not the Embassy).
