To sell a car, you do not actually need a power of attorney, your Russian representative will draw up a contract of sale on your behalf and provide your passport details and sign it. This will be enough for the traffic police to register your car to the new owner.

Go to the website of the Russian Consulate in Thailand. There you fill in the text. Sign up for the queue. At the appointed time, you go to Bangkok, pay the state duty and pick up the power of attorney. You send it by express mail. In Russia, your representative will sell your car. I've been through this.

The power of attorney is valid only in the territory of the state where it was issued. In order for it to receive international status and operate on the territory of other countries, a translation and an apostille will be needed.
