Hello, I want to issue a post-bank card, debit, can I withdraw cash or dollars in Thailand? or did I misunderstand something?

Anyway, the Thai bank will charge baht to unionpay. The Chinese will convert it to yuan and present it to your bank. Your bank will convert it to the card currency and withdraw it. There should not be much difference between converting rubles into yuan or dollars into yuan. But you won't lose on another conversion from rubles to dollars if you suddenly make a dollar card.
