Can I put money in dollars on a foreign card in Pattaya? Will there be any commissions?

A Swift transfer is made to transfer dollars to a foreign card.. moreover, if you bring dollars (as I did), they will first be exchanged for baht, and then dollars will be bought for these baht. The commission itself is small . For amounts up to $ 1,500, 400 baht was charged from me, + $ 21 was eaten by a correspondent bank, well, a double unprofitable conversion.
