The agency is demanding that I pay a fine of 1600B when I check into the apartment for not registering at the hotel where I stayed for 2 weeks before I checked in. Has anyone experienced this? Am I the one who has to pay this fine? Pattaya.

It's not their responsibility. If they are that principled, offer to have them do the registration for you and pay the fine on the check from immigration, if there is one.
