Border Ran, this is a departure (by plane or car) to another country, with the aim of immediately returning back to Thailand in order to renew (get again) a visa-free stamp for 45 days. A visa is a flight to another country (Laos, for example), so that a tourist can get a visa there (60+30 days) and return to Thailand with a visa.
