I flew through Delhi 3 days ago. If the transfer is not more than 24 hours and without going to the city, then you can not do it. With a visa, even more hassle. You sit in transit and that's it. They demand a return ticket, they won't let you in without it, or you can just make a reservation. I had and everything is ok.
