No, the registration itself seems to cost only a state fee of a couple hundred baht (or even free). And you need to pay 1600 baht if you didn't have time to register in 3 days, but still came to the migration to do it (I don't know why), and there they will make you pay a fine of 1600 baht to do it.

As far as I know, if you don't need a license or a card, then in fact this registration is not needed, there is nowhere and no one to present it.

They're telling you the right thing. Every foreigner coming to Thailand is required to register at their place of residence.
