Who in Pattaya winters and rents a condo is it necessary to register with Immigration or it is not necessary? Also, is it an obligation for the condo owner to register residents with him?

In general, the owners should (the management company in the Condo did TM 30 for us). Although here some wrote that the owners say - do it yourself, you must be registered, the law.

Registration (tm30) is mandatory, there is some penalty for overdue (1 day or 800 or 1600 baht, I do not remember). Landlords usually register themselves, but not always, in my case I was told to register myself and given all the necessary documents, the responsibility for having a registration will be on you, so you should always check that you have it done for you or understand that you have to do it yourself.
