Notarial consent of one of the parents is required only if a minor child under the age of 18 travels independently without parents. In the consent for departure you can specify the specific country and the date of travel. Consent is required by Russian law. It is our law that children cannot leave on their own. The host side does not care. In any case you can check these details with your airline. You don't need a power of attorney to return to the country. According to the law, the child as a citizen is not allowed to be detained. Either alone or with an escort.
