If I have my passport at immigration on my visa application, can I get a residency certificate without the original, turning in only a copy?

The residency certificate is also issued by the immigration office. If they have your passport physically, tell them about it, they will find it and make a certificate. I haven't tried it that way, it just seems like a logical scheme. But if they physically take your passport out of there, it's hard to say.
