If we are talking about the Big Buddha, then if you stand with your back to the viewing room and face the stairs and the Buddha, on the left there is a wide passage to the temple part under the statue. There the monk receives everyone on a first-come, first-served basis. I don't know how to go through the ritual part correctly, but it is written there, including in English.
