Do you want to register a marriage in accordance with Russian laws? If yes, then you need to make an appointment at the Russian consulate in Bangkok (as far as I know, only there they register marriage - it will not work at the consulate in Pattaya), then come to the right date and apply for marriage registration (approximately like in our registry offices). The marriage itself is concluded 30 days after the application is submitted - that is, you will need to come to the consulate again to obtain a marriage certificate.
