Please tell me from which ATMs in Phuket it is better to withdraw baht with a dollar card? So that the rate was OK, and at least the commission was taken.

The commission is always 220 baht from cards. And if you withdraw baht, i.e. refuse to convert, then the rate depends on your bank.
