Do I need to provide a ticket for departure from Thailand now on Test and Go? And are the border guards asking him?

Test and Go have nothing to do with return tickets. A return ticket must be in any case. Border guards may or may not ask him. But more importantly, he may be asked when checking in for a flight. And in its absence, do not put on the plane. As a result, you won't even meet the border guards.

It doesn't matter what program you're flying on. if on a tourist visa/stamp - you must have a return ticket. may ask.
