Is it possible to fly to Phuket without a visa and in 30 days to visit some neighboring country. Then go back to Phuket again? Or will you definitely need a visa if the total period of stay exceeds 30 days?

Neighbor unlikely. They won't let you in. But in general, you can fly somewhere and then return. But it's a sandbox again. And it's not a reasonable option to say in terms of money. And so... No one forbids it.
