Do you physically need a card? As I did, I asked a relative to register Tinkoff and just use it through the application. If physically, then Yandex money (yu monei) (if they are still sitting in tai). I would not call it a bank, but you can pay, withdraw and transfer from the card to other cards, including Thai. For Yandex money, too, a card is not particularly needed, you can open a virtual one. A little more expensive commission when transferring to Thai than Tinkoff / sber. Also instantly.
