What about moving around Thailand now? I am heading to Surat Thani for a couple of days. Will they be allowed back to Phuket? I'm a noob in modern travels.

If you fly by plane, at least to the yellow zone, you will avoid everything (at the moment), except for registration with a passport / rights to gophuget on return. If by car, bus in any case you will go through the red zones, and this is a home quarantine when you return. Again, all for now, I don't advise you to move unnecessarily.
