There has always been a fee when withdrawing from any Thai ATM using a non-Thai bank card. In addition to the Ayon ATM or whatever, there was a commission of about 150. To withdraw through an ATM without commission you need a thai card.

Or in the bank itself you can take money from the Tinkoff card.
