They will not be forced to pay. Since the overstay is paid to the immigration. But they can turn them in to the police.

You can pay only when crossing the border. Now you can't pay in the immigration room, my friends just yesterday went there and tried, in the end they flew to Bangkok, and from there for the bump, so they paid after passing through customs.
