Most likely will be paid.. yes and in russia as well.. there only with Tinkoff mobile in the bank in roaming you can call for free.

If you are talking about Thai SIM cards in the Russian Federation, then the incoming for you will be paid. but it can be made free by two options - turn on wi-if calling and connect the phone to your Wi-Fi. then the voice will be through the Internet. and it's free. if you have a dtac, you can install the dtac call application, enable incoming calls in the settings. then they will go to the application and it will be free everywhere Wink
