Are you sure they'll give this a piece of paper? I was in this situation when I was in Bangkok, and I had to go to Phuket. I read, asked, they say even by the photo in the phone will let you in. But I came and asked. They said only on the passport. There have been cases when Thai rights are still in place. And I didn't see the consulate issuing any letters, and even a flight on it. You can take the bus without a passport.
