Well, let's figure it out: rescuers at work. If you drown in their shift, they'll get hit on the head for it, right? So, why do they need these problems. Storms, waves, rip current - this is a real danger. Even if you don't think so, they have much more experience and probably they are not in vain mad and try to prohibit tourists from killing themselves.
