Friends on Koh Phangan have a small child and neighbors are making noise, what to do in such cases? Talking to neighbors didn't help. They say the call center of the police in Bangkok and they do not understand English.

1. If the neighbors are making noise, call the local police 2. I don't believe that the Bkk Police don't speak English, but what does Bkk have to do with it? 3. What was it like to switch with a child to a pangan and then resent?
