Yes, there is no viewpoint there - just the hill is beautiful and the road is beautiful. The Radar itself will not be allowed - but 200 meters to it is the hill mentioned above.

Yes. There is a road on the maps, look for Radar Hill Viewpoint. I did not find a viewpoint as such, but the road itself is beautiful and there are views.
