If you have a non-tourist visa, then you can go to any bank with your feet and open. Bangkok bank gives everyone on any type of visas / stamps, you need to collect a few pieces of paper, registration" to make +/- buy insurance from them. it all depends heavily on the mood of the manager and the phase of the moon. There is an option not to go anywhere and not to bother
