If you have a non-tourist visa, then you can go to any bank with your feet and open, an hour maximum will take. Bangkok bank gives everyone on any type of visas / stamps, you need to collect a few pieces of paper, registration" to make +/- buy insurance from them. There is an option not to go anywhere and not to bother
