There is no ban on shooting. There is a ban on actions that can be potentially dangerous for a landing aircraft. That is, if you just take pictures - no one will say a word. And if you shine a laser into the cockpit , there may be sanctions. And if because of your actions the plane crashes - then for 500+ deaths they can shoot.
